Last Stand Endorses Amendment to Streamline Key West's Zoning Protections

Dear Members of the Planning Board,

Last Stand expresses our support for the proposed amendment to streamline the Zoning In Progress (ZIP) Doctrine process. As an organization committed to protecting the unique environment and quality of life in the Florida Keys, we believe these changes will enhance the City’s ability to manage development promptly and effectively.

The current process for enacting the ZIP Doctrine, which requires a four-step ordinance amendment with multiple public hearings and City Commission approvals, can take several months. We support the proposed text amendment to the Land Development Regulations (LDRs) that will allow ZIP to be enacted by resolution of the City Commission. This change will align Key West with the processes used by Monroe County and other municipalities in the Keys. It will not only save time but also provide the City with greater flexibility to respond quickly to development challenges.

Key elements of the proposed amendment that we support include:

  • The ability of the City Commission to pause development activity when amendments to the Comprehensive Plan or LDRs are under consideration, ensuring that inappropriate development does not proceed while critical legislative changes are being made.

  • The temporary, limited scope of ZIP, which will remain active for up to six months, with possible extensions, giving the City adequate time to evaluate and implement necessary regulatory controls.

  • This process must be aligned with Key West’s goals and policies, especially in areas such as affordable housing and responsible land use, which are critical to preserving the quality of life in our community.

This streamlined approach will help protect Key West's environmental and social fabric while ensuring that development proceeds in accordance with the Comprehensive Plan's goals. Last Stand urges the Planning Board to recommend approval of these amendments to the City Commission.
