Dear Members of the Planning Board,

Last Stand supports the Planning Department's recommendation to deny the Garrison Bight Marina redevelopment parking variance request, which seeks to provide zero off-street parking spaces instead of the 240 required for the property located in the General Commercial and Public and Semi-Public Services zoning districts, as outlined in Sections 90-395 and 108-572 of the Land Development Regulations of the City of Key West, Florida. Although we recognize the potential benefits of the proposed redevelopment, including essential upgrades to the Marina, we are concerned about approving a variance permitting zero off-street parking spaces.

The current proposal seeks to bypass the minimum parking requirements set by our zoning regulations, which mandate 240 off-street parking spaces. The Planning Department’s denial is based on the variance not meeting the criteria outlined in Section 90-395 of the City Code. We support this recommendation for the following reasons:

  1. Impact on Public Parking: Allowing a variance for zero off-street parking would likely worsen the strain on nearby public parking areas. This could lead to increased congestion, obstruct access for other users, and diminish the quality of life for residents.

  2. Zoning Code Compliance: Adhering to established parking requirements is essential for maintaining the integrity of our zoning regulations and ensuring that developments contribute fairly to community infrastructure. Granting such a significant deviation could set a troubling precedent for future projects.

  3. Community Impact: Increased activity at the Marina due to redevelopment could exacerbate traffic issues in the surrounding community. Visitors may park in nearby areas without designated off-street parking, leading to greater traffic congestion. This could result in bottlenecks on local roads, making travel more challenging for residents and visitors.

We appreciate your attention and urge the Planning Commission to consider these points carefully.
